Maybe I am missing something, but you seem to frame the issue in terms of, legalization will cause hard drug abuse where none such exists today. It's aleady rampant today. The war on drugs hasn't put a dent in the tidal wave. Why agonize over whether or not to endorse something that is already there in front of you? Why not spend your time trying to figure out how to minimize the cost and the burden in the most effectvie way. We know that hard drug abuse sucks, and the way we have addressed it so far clearly has NOT stopped the problem. Just my two cents.
