Why did France join in the unanimous vote to pass UNSC 1441 if, as you say, under Clinton's watchful eye, UNSCOM eliminated 95-100% of all WMDs?
UNSC 1441 was the declaration that declared Iraq in material breach of the UN cease fire and it's disarmament obligations.
Why would they have unanimously passed this harsh resolution, based on the combined intelligence analysis of not just the US, but the Russians, French, British.. etc, if UNSCOM had completed their mission (under Clinton's "watchful eye".. ;0)
And having passed UNSC 1441, declaring Iraq in material breach of its cease obligations, why would another UNSC resolution be required after the deadline for compliance has passed?
The term "Material Breach" was the significant language contained in 1441. But what contract or obligation was actually "breached"?? Obviously the cease-fire accord that required Iraq to fully disclose the totality of its WMD, and other strategic weapons programs, and then destroy them.
Thus, Material Breach, by its very definition, means that the cease fire is over and the state of previous hostilities has been restored.
Thus, there's no need for an additional UNSC Resolution to the previous 13 that had been passed since Iraq invaded Kuwait. The UN gave Iraq 90 days to disclose everything and offer full cooperation. They failed to do so and the "balloon went up".
