The founding fathers outlined our rights--protections against a potentially tyrannical government. They did not intend to hamper the government from protecting us from enemies to the country.


That is the whole point. They enumerated our rights. That is what makes this document. Governments, rulers, tyrants, from the beginning of time did what they did and had to do against the enemy. There is no need to enumerate what the government could do to the enemy.

What sets this document apart from any other was and is that it was set out to protect us from potentially tyrannical government.

That was job #1.
