Unless you know who the "enemy" is for certain, and it's like torture, you really can't be sure most of the time, the "enemy" is reallym only the suspected enemy- what you have constructed is an argument that only works when you are sure you know exactly who the enemy is- and then you might as well get a warrant, since if you are sure you have evidence.

I'm happy for you that you think of it as "just snooping". Many of us take it a little more seriously. It's ok with me if you want to give up your own privacy, and have people snoop on you; what isn't ok is that you, or anyone else, choose to give up my privacy for me.
