I don't remember us agreeing on phone conversations. I searched, and couldn't find anything directed to me about such an agreement.

And how long did this take to be found out? "Eventually" is the operative word, and that is still iffy. The more totalitarian the government, the less likely anyone will find out. IMO, audits are a better approach. They are after the fact, which is a down side, but they can't be hidden as easily. Using moles is also an effective measure.
