You need to explain what constitutes intel for you

Intel seems to me to be about identifying who is the enemy, how and by whom they are funded and provisioned, and what they're up to. We do this to disrupt them. It seems to me that any records or human sources that can provide that information are fair game.

I do not presume to know how intel folks do their jobs. I don't know which techniques are feasible and which techniques are cost effective. I would expect them to use all means at their disposal to get those answers.

I balk at torture, as do you, and I balk at misusing any data that's collected. And at the process being intrusive if it doesn't absolutely have to be. There might be some other things I'd balk at but they don't come to mind right now.

its importance in the war on terrorism and whether that role will change if the war can ever end.

The war on terror seems to me a lot like the Cold War. It will end when it ends, hopefully with a whimper rather than a bang. Meanwhile, we need to keep a close eye on them, have a strategy, and fight skirmishes as required. It's simple prudence.
