Israel is acutely aware that it cannot afford to fight a war on its own territory, and certainly can't take a nuclear "first" hit and survive. SIZE DOES NOT MATTER... as far as unconventional warfare is concerned, I'm afraid. If a nuke were set off in a major US city then the US, as a multiracial, democratic polity, won't survive either....
