seller dissatisfaction maybe part of ebay problem but you still have to move customers to another site. remember sellers ran to overstock.com ,, did buyers go over there? or did buyers continue to hit ebay? if google picks up actions some will move but it is still a big effort to get people to change habits or feeling comfortable buying on ebay vs going to another site.
