That is not clear yet. They are at a point where they have to decided between the two worlds friedman spells out. I suspect they wont get it right with iran but that iran will be the wake up call for them for later. I dont buy russia or china looking for world dominion but they are looking for an equal role to that of the US. That isnt necessarily a bad thing if along with that comes democratization over the next lets say 20-30 years.
