Down at this level, there are other considerations. It wouldn't take a lot of money to buy a significant amount of shares. Insiders who have sold much higher should be doing this to establish some support. Often when a stock gets to being near the cellar of quotes, you get MM naked shorting, because of the spread and also because they figure there will be r/s if they can keep the pressure on the share price. If the company is able to move the stock up to the next decimal, you could say a lot of this reversed. My point is that sometimes it is worth their broadcasting their moves, but I think it should be the insiders buying. They can afford it and it sends a much better message.
