I've read the transcripts. I suppose if you count answering questions that weren't asked instead of the ones that actually were asked, then you might have a point. The reason there were so many questions is that when he spoke he talked about almost everything but the topic of the question. So the senators were constantly trying to reframe and narrow the area to get an answer out of him.

And then his claims about not remembering anything about CAP...
