The decision was made by Chancellor Helmut Kohl personally, and it is speculated that he was subject to blackmail over the matter of the covert funds which ultimately cost him his post.

Helmut Kohl did not lose his post due to the covert funds funneled to his party. He lost his post to Schroeder in an election, which took place long before the CDU covert fund issue came up.
