Could you rephrase your question? In the point that you highlighted Specter stated that the remedy for breaking or circumventing the law would be impeachment or prosecution. That seems straight-forward and factual to me. Specter was clear that he wasn't suggesting that Bush broke or circumvented the law so I don't see how your WH lawyers are relevant. [BTW, your last post to me made me laugh so hard that it blew away my accumulated impatience, my curiosity is once again dominant, and I'm good to go.]
