Aid to the incumbent telcos aside for a moment, there are many other entities with differing business models, some of them grassroots, that would aspire to deliver transport and video services that are affected by the franchise process, as well. I think it's antiquated, a form of legacy for legacy's sake, especially after witnessing the neutralizing effects that the 'Net has had, and will continue to have on video delivery.

"We were adversely affected by it, so they must, too, else it's not an even playing field, even though the reasons for it that were once valid are now anachronisms."

Although, doing away with the franchise fee would create a significant hole in many a treasury that would require filling from other forms of taxation or alternative revenue streams.
