If I understand you correctly, you believe that the "war" will best be won by modernizing Arab society and infrastructure, in order to increase their economic well-being.

If that's the case, then I think everyone will agree with you. I certainly do.

So who will you give this money to?

How will you guarantee that the money is properly spent?

How will you guarantee the security of the workers involved in these infrastructure projects?

How will you insure that the rights of women are guaranteed (since it's contrary to existing, repressive and antiquated, cultural values?

And how will you deal with those entities and political power groups who don't want you to spend money improving the lives of people that they dislike?

How will you provide overall police security so that civil laws are obeyed and a state of anarchy does not result?

All of these are things we take for granted in the USA. However, in the Mid-East, there are a number of powerful forces that would oppose your plans for improving the lot of the average Arab...

At least they would oppose it if you don't give them their financial "piece of the action"..

I'm curious how you would implement your foreign policy.
