But there is a problem that often we have families living on welfare for many many years. My Dad taught slow learners and emotionally challenged kids, and he said that there were generation after generation, and whole families stopped trying to be part of the economy to stay home and live on welfare. To make a loose comparison they start to treat welfare like an old age pension....
