In order to receive foreign aid and military procurements, Israel signed and agreement that they , among other things, would NOT secretly develop biological, chemical or nuclear weapons. In addition, Israel alos signs agreements that NO offensive weapons provided by the US taxpayers would be used against civilians. There again Israel repeatedly violates that agreement.
