Some countries that have socialized medicine restrict the doctors in their presciptions. I had a friend who went to Saudi to teach doctors in Medina about family practice. He became very frustrated when he learned that he couldn't prescribe regimens of medicine that he knew would cure the ailments he was diagnosing. He was, for example, told which anti-biotics he had to prescribe because they were all the Saudis would authorise no matter what the illness.
