Saddam had the ability to wage war against neighboring countries as he'd done before. And he would have done so again. Two undeniable facts which are inconsistent with your claims: AQ promised to attack the US homeland again and they've been unable to do so for over 4 years. AQ once had freedom to train and plan openly in Afghanistan. Now they have no free haven.
