It was both French and North Vietnamese (as well as the United Nations) foreign policy that resulted in the invasion of South Vietnam and it's conquest by it's Northern cousin.
And if you're willing to assert that it's the fault of the US that 2 million (predominately northern) Vietnamese were killed in that war, then you probably also believe it was the fault of the US that North Korea invaded South Korea in 1950.
In fact, why not blame the International Control Commission of 1954, that oversaw the partitioning of North and South Vietnam after the French defeat??

Bottom line is that North Vietnam, under the control of Ho Chi Minh, demanded a forced reunification of the two countries under a Communist government. It was THE NORTH that infiltrated, invaded, and conquered the South. And I have a Vietnames friend of mine who was shot 3 times (and lucky to be alive), captured, and then spent 5 years being "re-educated" in a North Vietnamese prison.
