stock price is a function of earnings and earning growth. Option grants should be measured against stock performance that is against expected earnings and earnings growth or, if you will, risk adjusted present value of future distributable earnings. AMD had lower earnings and higher earning growth while Intel had higher earnings and lower earning growth.
Now, I do not have enough info or knowledge in the area to claim that AMD's incentive programs is better or worse than Intel's but I do know that you can not just compare ratios of option grants to earnings.
