No President can be responsible for the criminal actions of private citizens or corporations --- if the government is not aware of them.

(In the case of the cruise missile guidance technology sale though, in 2001, the feds had to SIGN OFF on the sale... so they can't claim to have not known about it. Maybe it was part of some kind of 'pay-off' for the spy plane affair... but that seems pretty far-fetched.)
