Bush is being held responsible for ignoring the impending threat. he failed to tighten airport security. Don't you remember what Dick Clark said. He is at fault because he decided to leave the front door wide open even after being told that there was a dangerous man lurking in the neighborhood and was "planning to break in". He is not being held accountable for the planning that the thief was engaged in. He is being held responsible for leaving the door open since he had full control over that.
