Well, actually they did have contacts and AQ figures were in the country prior to the war. Iraq had no WMD, no air force, no missiles, no real artillery, no real navy, no real terrorist connections of any kind. They had the capacity and intention to produce WMD's again. It did have air power and artillery - their's was merely inadequate compared to our own. And as for terror connections, Iraq had those galore. Baghdad was a safe haven for a wide variety of Islamic terrorists. The fellow who made the explosive used in the first attempt to bring down the WTC, Abdul Rahman Yasin, lived there.
