You would agree what Livingston did is different from what President Bush is doing?

I guess I don't understand. Are you asserting that Bush administration people are using security files to do political opposition research?

Or is this a reference to the surveillance controversy related to monitoring phone calls to/from known or suspected terrorists to contacts in the US.

If the latter, I would have to say no.
