Earmarks shouldn't be allowed, period. I've bitched about them before. Earmarks exacerbate budget crises. If there's an across the board budget cut, agencies still have to fund earmarks fully so they have to take huge percentage cuts elsewhere to hit their targets. I've seen travel eliminated entirely to the point that the agency couldn't do it's mission while earmarks, which often have little to do with the mission,were funded. Bunches of feds sitting on their hands while a monument to some favorite son was being built someplace.
