She doesn't put forth a model budget under those new conditions to see if it would be anywhere close to balanced. I doubt it would be unless most discretionary government spending went bye-bye. But the Congressmen we keep reelecting and each successive president will not rebuild the tax code from scratch. Philosophical speculation about what might happen if we lived in a different universe remains speculation. Some interesting ideas in her model is it interests you in the abstract.
