You mean like the Iraqis who were telling us the same about Iraq?

And what kind of weapon? I'll grant that they can build something that would explode without doing any testing. So a Fat Man type bomb, deliverable on a truck or ship and that sets off radiation detectors for long distances. But anything more modern is going to take testing, unless they somehow have extremely detailed plans from somewhere. Even then, you need experienced people.
