I can right now hire a whole lot of people, but the government is paying them too much to sit around doing nothing. So they play golf themselves, on the taxpayer's tab, instead of caddying for me for a more reasonable fee. My lawns need mowing, house painting, back massaging and so on.

Indeed, and that is the only answer, fortunately or unfortunately, the government at present does not own the means of employment, or production and there are not enough rich to tax, for the government to expand much on those that it is presently paying. I.E. France does not pay that 21.6% unemployed youth, (where is all this employment there???). enough to keep them from rioting.
