I presume you mean smoking of tobacco.
There are other items which can be smoked which are banned from all establishments.
It is also true that tobacco is addictive, and even the second-hand products can addict those in the vicinity.

So the real question is whether you think that tobacco has some reason for tolerance, or if it is a "knee-jerk" conservatism in which anything which was okay in your past should be okay and anything else should not be permitted?
