Places of business are public places but they have no obligation to be inviting to all. I think it's dangerous to conflate exclusion with unattractiveness. I think its dangerous to conflate "public" meaning open to large number of people, and "public" meaning "not privately owned and controlled", or "properly subject to heavy control by government".
