The same logic applies, unless the target can be crippled, the blowback is going to be severe. And it would be fairly easy to guess who supplied the device based on the technology used. And the supplier wouldn't exist for too much longer after that.

And the logistics for the terrorist group to deliver and explode a nuke become much more improbable. Hell it takes Osama weeks to deliver a cassette tape.
