In any association (including the association which qualifies your citizenship)--when you agree have your interests represented by an individual or group of individuals, then you bind yourself to agreements entered into on your behalf. This occurred when representatives of several States met together to sign a Constitution for those States. Direct Democracy does exist in various States for the resolution of various problems--however, direct democracy is usually suborned to Representative Democracy:

The Athenians had Direct Democracy. Would you prefer that over a Republic? There would be a lot of long-winded speeches--including from Bend, Oregon. Could you handle that?! :-)
