The UK is more or less a scale model of the US in terms of urbanization, immigration, general culture, etc. A disparity of 400x under those circumstances is very striking and significant IMHO.

Comparing a postage stamp like DC with unconventional government and a history of specific problems to Virginia as a whole or even Arlington doesn't hold up. I say that having lived in Arlington-Alexandria several times for brief periods.
