They're talking about protecting against privacy going forward, not eliminating new devices for receiving content.

Not eliminating new devices but eliminating the extension of fair use to any new types of devices. This was tried in the courts with the VCR, and the courts didn't accept it. Now they are trying to right the change in to law so that "customary historic use" (which now includes the VCR) but new types of devices are not assumed to have the same rights.

Its not quite "eliminating new devices for receiving content", but it is a major step in reducing fair use rights and consumer options.
