that's not what i meant. i meant WTC buildings were not built for safety in terms of escape alternatives (ladders, ropes, anything,etc.) (sorta how apartment buildings have fire escapes) also there were no safety supplies inside like parachutes, etc.

so in other words, safety officials consider the chance of such events as very remote therefore they don't provide the resources to handle such an event. but i think they should (especially in the WTC since it had already been bombed in 1993)
