It seems like the economic give and take is starting to take hold. Restaurants need people, they start to pay higher wages, that (hopefully) brings employees seeking higher wages, that (hopefully) brings folks willing to provide affordable housing, that brings....

There is a role for government to kick start this thing, and apply some planning and zoning standards; in fact I think they need to get out in front. Especially with regard to infrastructure (that's their primary role and it seems like they are doing a lousy job).

But in the end the imbalances should drive the reconstruction. And the new New Orleans will evolve based on demand (for whatever) and supply (of whatever is affordable). New Orleans will be what willing buyers are willing to pay for.
