I'm not the one who sees a problem in the fact that people have no money to put down on houses. Why would I want to solve a problem where there is none?

I'd say that in the entire history post WWII individuals have been unable to put much of their accumulated savings towards a down payment on that very first house. People who rent are lucky to get together the considerable transaction costs. As for the down, parents or grandparents gift it to them, or they borrow it either legally or illegally.
