I'm not sure that's accurate. It certainly isn't accurate in Somalia, where it would seem that nearly everyone is armed to some extent.

But that's the problem.. Being armed is one thing. Being organized with enough people who think the same way you do, and are willing to fight and die for that cause, is something else entirely.
