This is not analogous to the cold war- a better analogy is to the IRA. What we have (imo) is a small group, unburdened by much infrastructure, that could become emblematic (with our help) to the Muslim world. Our task, rather than elevating this group by "war" status, is too marginalize it, and make it as irrelevant as possible. The best way to do this is to concentrate on making as many contacts with true moderates as possible (not create "moderates" who are just lap dog American puppets), and to support the Arab people (not just leaders we'd like to prop up), and to make them less suspicious of American intentions- of course we'd need to give up having Israel's interests be at the top of our foreign policy list in order to do this.
