There are a number of phone companies from countries around the world that were a part of the initial investment groups in Iridium. In addition, where available, Iridium will use land based lines to complete calls. It was recognized early on that local governments and phone companies could lose substantial revenue to iridium. They therefore went to this option in order to placate them.
