In the end, when the die, they are no longer the owner anyway.

I think most of the problems we have in our economic system are in one way or another caused because property is immortal (even as property owners are not). By adding a bit of decay to to the notion, no different really than land based property taxes, the owner is obliged to continue working or investing in the enterprise or it eventually reverts to those who will.
