There are also double clicks, by legitimate users who click on a sponsored link, back button, look elsewhere and later go back to the sponsored link.

That could be "controlled" (not counted, depending on the elapsed time) by software just as fast-pass toll devices can "not charge" someone who makes a u-turn and has to pass through that toll point to head in the intended direction.
