In this country, schools have always been a governmental function, at least as long as we've had government. Before that it was a community function. In history, schooling has been either a community, government, or church function.

I'm not certain about that. I seem to recall from some of my reading that public schools were products of some progressive reforms in the middle parts of the 19th century. I know that's true for public libraries.

Well, I would guess that discussion would require some definition of "public schools." I think, but don't know, that requirements for school attendance began to take root in that period. And that the consequent mandate for public municipalities to fund it was, obviously, around the same time.
