Because the politically correct way to express that "goal" is that Hamas is dedicted to a solution to the current Pal-Israel situation which gives equal rights to all citizens, regardless of ethnicity or religion, and allows all citizens (which would be present day Israelis and Palestinian refugees) equal rights to live in all the disputed lands. It requires uniting the land under one country, with one set of laws which are indifferent to religion and ethnicity, and giving all citizens in that united land equality.
