In an attempt to reassure Tehran, Russian Foreign Minister Sergey Lavrov underlined that the Council "will not make any (immediate) decisions." Russian and Chinese diplomats will head to Tehran shortly to explain the meaning of the London agreement and urge Iran to meet IAEA demands, he said.

Which is it? The Russians think Iran has a nuclear devise and needs to go in front of the Sec. Council, or Iran is still at a place where negotiations are possible?

Don't you understand that this is the same kind of mixed signals the world was given before we attacked Iraq? Its guaranteed to get some people all freaked out......and it seems to be working.
