sorry if i was unclear, but i wasn't talking about 100% recycled resin. 100% recycled material can be used BUT is typically not, for many of the reasons you listed: UV, moisture, heat and strength issues. 100% extruded lumber can be made but it is typically made with a UV/heat/moisture resistant veneer exerior; but that (as you said) is a different beast.

currently, i've researched smaller I/M products which contain 100% recycled content, but not 100% resin. as opposed to wood fiber (or other virgin cellulose) the additives range from recycled crumb rubber to recycled coal power plant fly ash. for example, there are small companies currently experimenting with 100% recycled railroad ties, transmission poles, as well as various joist components and paintable exerior trim pieces. these markets are small, but are gaining ground. admittedly, from what i've read, they do have serious short-comings to combination virgin/recycled material.
