Perks? People have no idea what it is really like in the civilian bureaucracy. They've eased the rules in the last few years but it used to be illegal to take a cup of coffee if you were meeting in offices outside the government. You'd have to buy a cup at the quick shop and take it to the meeting, then politely decline when the meeting-holder's secretary offered you one. No, I'm not kidding. If they tried to serve lunch with the meeting, it was embarrassing to not be able to partake. Nor could your agency supply staff with even a water cooler. Bureaucrats form office pools to share bottled water. And it was even more embarrassing if you had visitors in for a meeting. They'd either have to pick up their own coffee or you could go get them some at the deli and pay for it yourself.

No idea.

As for the health benefits package, it comes at the price of reduced salary for thirty years. I've never calculated the actual cost.
