That isn't really "the specifics" either. It is however a bit more of an outline. "The specifics", would have to be a very large post or series of posts unless you where just giving a few examples. And I can buy the argument that it is good to agree on the framework before we dig down to far in to specific rules, or specific hypothetical problems. If your list is the problem, what type of remedies are you proposing? what sort of "protections on a broad non-partisan scale" would you want to legislate? Tim
