I am trying to avoid specific examples for now because that would of course ping some partisan loyalties. But some general examples that would qualify under that framework would be wild character assassination, financial fraud, extremes of cronyism, lying to campaign contributors.... extreme conduct of all kinds would likely qualify as would any type of deception.

I think once we brainstorm and hammer out the framework and then restate it as concisely as possible, the examples would be everywhere. Its been a while since there was any kind of spring cleaning in this area. Just like the weather: everyone talks about ethics in politics, nobody does anything about it.
